I honestly can't think of any other MMO's that would meet what you want.
With that out of the way, I'd put Neverwinter in the pay to progress faster camp, Guild Wars 2 more in line with the no payment, and I'm not familiar with ESO to say, but it does seem more tuned towards pay to progress faster, but someone more familiar with it would have to say for sure.
Pay to progress faster is an interesting development as it tries to create a balance where you can grind for everything or pay to alleviate some of the grind but can't buy direct power.
